A French-Egyptian Partnership for Higher Education and Research

The Consortium of UFE partner institutions brings together French higher education and research institutions engaged in long-term cooperation with the French University in Egypt. Established during the French-Egyptian Higher Education and Research Forum on 7 April 2025, it provides a common framework through which member institutions can develop and coordinate academic, scientific and institutional cooperation in Egypt. Coordinated by CY Cergy Paris Université for the 2025-2030 period, the Consortium supports the development of academic programmes, research projects and mobility initiatives between France and Egypt.

Our Missions

Developing French-Egyptian Academic Programmes

The Consortium supports the development of French-Egyptian academic programmes jointly designed by French member institutions and the French University in Egypt (UFE). These partnerships take several forms:

Double-degree programmes delivered in Egypt

Students complete their entire programme in Egypt and receive both a French degree and the corresponding Egyptian degree. They also automatically benefit from official recognition of their French degree within the Egyptian higher education system.

Study progression agreements

These agreements facilitate access to further studies in France and integration into the French higher education system. Students initially complete their Egyptian Baccalaureos degree before progressing directly to a master's programme at a partner institution in France, as part of an integrated academic pathway that includes mobility to France.

Developing Scientific Cooperation

The Consortium also supports scientific cooperation between its French member institutions, the UFE and their Egyptian partners.

These collaborations bring French and Egyptian research teams together, foster the development of joint research projects and encourage the sharing of expertise in areas of mutual interest.

They may also involve mobility opportunities for academic staff and researchers, as well as initiatives to establish and sustain long-term research partnerships between the two countries.

The French University in Egypt, Our Common Partner

The French University in Egypt (UFE) is a non-profit Egyptian national university, established in 2002 under an intergovernmental agreement between France and Egypt. Re-established in 2019, it hosts and supports the development of academic programmes and cooperation initiatives in partnership with French higher education institutions.

The UFE offers undergraduate (Bachelor's) and Master's degree programmes across three faculties:

  • Faculty of Management and Information Systems
  • Faculty of Applied Languages
  • Faculty of Engineering

Located in Al Shorouk, Cairo, the UFE is currently undergoing a major phase of development, with the construction of a new campus designed to accommodate the university's growth and expand its capacity for teaching, learning and research.

For the Consortium's member institutions, the UFE serves as a shared university partner, providing an established framework for developing new academic programmes, study pathways and scientific collaborations in Egypt.

A Shared Governance Model

The Consortium's governance brings together member institutions and the French University in Egypt. It relies on a coordinating institution and two main governing bodies: the Academic Council and the Steering Committee.

Coordinating Institution

For the 2025-2030 period, CY Cergy Paris Université serves as the coordinating institution of the Consortium. It coordinates the work of the different governing bodies and oversees the overall implementation of Consortium activities.

Academic Council

The Academic Council defines the overall strategic orientations of the Consortium and decides on major matters related to its development, including the admission of new member institutions. It brings together representatives of the member institutions and the French University in Egypt. Representatives of the French Ministry of Higher Education and Research and the Ministry for Europe and Foreign Affairs may participate in an advisory capacity.

Steering Committee

The Steering Committee is responsible for the operational management of the Consortium. It prepares joint actions, monitors project implementation, ensures effective coordination between partners and contributes to the preparation of the annual activity report.

Join the Consortium

Why Join the Consortium?

The Consortium provides French higher education and research institutions with a structured framework for developing activities in Egypt alongside already engaged partners. It offers opportunities to join a collective cooperation initiative, exchange with fellow member institutions, share experience and best practices, identify new opportunities for education, research and mobility, and contribute to strategic initiatives developed with the French University in Egypt.

How to Join the Consortium?

The Consortium welcomes French higher education and research institutions wishing to develop cooperation with the French University in Egypt. Interested institutions are invited to contact the coordinating institution to initiate discussions.
